Background

The Crosby area, situated north west of Scunthorpe, comprises streets of terraced houses built in 1919.  The population is unique within the Humberside area having a far greater proportion of ethnic minority groups than any other ward in the area.  The concerns of the residents relate to crime and car theft, lack of facilities such as play areas and the poor condition of footpaths, roads and street lighting.  The back alleys are very poorly lit and are subject to vandalism and fly tipping.  Frodingham Road is a busy high street that generates many pedestrian and cycle trips. 

Scheme Objectives

To work with the residents to provide an environment that is safer, particularly for children and the more vulnerable members of the community.
To mitigate rat running.

Impacts

The built environment looks greatly improved and this will be enhanced once the trees planted have matured.  Apart from the provision of the play equipment, which is being well used by the local children, the Home Zone has been cited by children as an example of what they wanted their own streets to look like. They felt much safer within the zone and liked how it looked.  There was a significant element of crime within the area and this has reduced considerably.

Crosby Home Zone sits within a larger area of Crosby, now earmarked under a new initiative for housing regeneration and renewal.  This initiative has recognised the huge visual difference and feel of the Home Zone and there is a general consensus of wanting to replicate much of the style into other parts of this wider area.

Significant house price rises have occurred over the last 2/3 years. There is a suggestion that 20% increase due to Home Zone would not be unrealistic.  We have noted that some adverts for houses refer to the Home Zone as a selling feature.  Also, and perhaps more significantly, in comparison to pre home zone period, there are now very few houses not occupied.
