Background
The Duke of Edinburgh Way
Estate in the north east of Malvern is bound by the A449 from the south
and the intercepting railway line from the west. The
housing comprises 1940’s three bedroomed houses, terraced low rise flats
and bungalows. The estate has
no trip attractors and few cycle and pedestrian ways. There
are no parking facilities off-street on three roads while the other roads
have small car parks nearby.
Scheme Objectives
 | To
promote community involvement
|
 | To
reduce traffic speeds
|
 | To
manage parking
|
 | To
improve quality of life, providing spaces for the community to use
including play facilities for older and younger children on the estate
|
 | To
accommodate the needs of the older generations and younger people. |
Impacts
The scheme has been received
well by the residents, with a reduction in speed (noticed by residents
rather than quantitatively recorded). Extensive
use of the play areas and a general feeling that the environment has been
improved has worked to improve the general quality of life for residents.
There has been a general improvement through the use of spaces, trees and
planting, noted by the residents. Many
children use the play areas on a regular basis, which has so far not been
subject to vandalism.

Progress
- March 2005
All the construction
works were completed in time for the official opening on the 18th
December. This day, with the help of the weather, was a tremendous
success, full of community spirit. The maintenance legal agreements have
been dealt with though mutual cooperation between the County Council, Town
Council and Housing Association, to ensure on-going maintenance of the
Play areas. The contract will
be monitored during the defects period. Currently, snagging items have been drawn up and the findings
are in the process of being implemented. The Stage 3 Safety Audit has been
carried out and with only minor adjustments required, the scheme is a
success. The community have
embraced the scheme and to date, are very happy with the Home Zone.
In general, most people have praised the designs and are thrilled
to have a greatly improved environment.
