Background

The Grafton Street area is located South East of Liverpool City Centre and within the Dingle ward.  A steep facing cliff runs parallel to Grafton Street thus restricting traffic and pedestrian movements away from the area in that direction.  The area consists of eleven short terraced streets running steeply down to Riverside Drive and the Mersey waterfront.  The houses are mostly privately owned although Liverpool Housing Trust hold a small percentage.  There is no 20mph zone in the area.  It is the standard 30mph speed limit and a two way traffic system exists.

Scheme Objectives

To reduce traffic speeds
To re-establish pedestrians dominance and reclaim the streets for those living in the area
To improve the environment.

Impacts

Low level planters have been introduced to all streets softening the overall appearance. Privacy spaces have been created to allow residents to have potted plants in front of their houses.  Children can now enjoy a safer area to play out in. New measures in place to slow cars down have improved the ease in which children can move around the area. Junctions are now protected by planters and bollards and parking is restricted right up to the junctions improving sight lines and safety.

New and improved street lighting creates a safer environment. The consultation process adopted has created a closer knit community which has resulted in residents looking out for each other and their new Home Zone and also in people stopping vandalism. It is noticeable that properties in the area are being developed and improved.  Additional works to the surrounding area have been realised, traffic calming in the immediate area and major corridor improvements have just started Spring 2005.

Progress - March 2005

Repaved all existing footways and resurfaced Cockburn Street, these works were not included within original works.  Additional funds were secured through HMRI (Housing Market Renewal Initiative)  All planters planted up.  Compound has been taken down with snagging and other minor issues raised by residents being undertaken within last 2 weeks and possibly another 2 weeks until completion.  Xmas party was arranged by Include - Housing regeneration company which was attended by contractor, engineers and architects.
