Background
Heathfield
Avenue is in the Barton Ward, the most deprived ward in Dover. The
houses are terraced, built at the turn of the century, and there is a
school at one end of the road. The
area falls within the scope of a Public Service Agreement where the
Council is striving to reduce child casualties. Traffic
flows through the area have increased as people try to avoid a one-way
system introduced in the centre of Dover.
