
Normanton,
located 1 mile to the south of the City Centre of Derby is a disadvantaged
residential area. It
comprises high density, late nineteenth century terraced housing built on
a grid street pattern, with some inter-war, semi-detached council housing.
During the past twenty years it has suffered from environmental,
economic and social decline. Recently,
however, the fortunes of Normanton have begun to be turned around via the
designation and implementation of the Pear Tree Renewal Area and the Derby
Single Regeneration Budget 6. Despite
the continuing success of these initiatives many problems still remain,
including a lack of open space.

Impacts
On
many occasions it has been noticed that pedestrians will now walk in the
carriageway and dominate the space rather than the car restricting
pedestrian footway. Due to
the visual changes, drivers’ behaviour has altered and a more cautious
approach to driving through the area has been observed. Tree planting has
added a significant level of greenery and enhanced the street scene.
As
part of the consultation process, residents raised concerns over
anti-social and related criminal behaviour in Havelock Road. This
led to the formation of a sub-group to tackle these issues. This has resulted in targeted action by various agencies to
remove anti-social tenants and clamp down on drug dealing. There is also an increased presence on the street of the local
community watch patrol.
Our
experience of Home Zones is that they can be an ideal complement to
housing improvements carried out as part of area based renewal programmes.

Progress
- March 2005
The
contractors are still ahead of their programme for the work on Sackville
Street and Randolph Road and are due compete at the end of February. The
construction of the bin stores started at the beginning of February in
Havelock Road. However work in Cameron Road has been delayed due to the
development of 17 flats in the road.
