Wiltshire County Council

The Westleigh Area lies south west of Warminster town centre.  The housing is a mix of semi-detached and terraced buildings and was built in the 1950/60’s.  The entrance to Princecroft Junior and Infant Schools is accessed through the residential area from Princecroft Road.  The area has a 30mph speed limit and Princecroft Lane is one-way only.  The lane is narrow and does not have a footpath.  There are garages and informal parking areas used by residents, although these are poorly maintained and suffer from litter and vandalism.

Scheme Objectives

To reduce traffic speeds to below 20mph over the general residential area, and below 10mph in the Home Zone.
To reallocate road space, provide shared areas, and provide a safe environment for children’s play.
To provide improved and safer routes to school.

Impacts

The overall appearance of the estate has improved with 52% of residents pleased with the scheme.  However there are a number of issues, mainly relating to the surfacing which was not successful.  There has been little impact on issues relating to walking and cycling.  Speeds have not decreased as much as hoped, and still appears to be an issue for concern for many residents.  There are still outstanding issues relating to lack of parking.  The residents after survey indicates that the new grassed areas, trees and plants have proved an attractive addition to the estate.  Residents appear to have more pride over their estate.  Children are more likely to play in the street, feeling less threatened by traffic using the estate. The school travel survey indicated that children are happier to walk to school than before the Home Zone.

Progress - March 2005

The Home zone was completed in May 04. We have recently received the result of our 'After' household survey and Travel Survey report. Overall the response could be considered mixed. Speed surveys have also been undertaken and the results show that speed within the home zone have generally stayed at the same level as before, however it should be noted that before speed were already low at approximately 14-18mph.
