New Build Home Zones

1. Designation and Order Making Procedures

The statutory process for the designation of a Home Zone and the making of the associated Use and Speed Orders requires that there is consultation with local groups, and in particular the residents of the area.  While this does not present a problem with Home Zones in existing streets, there is an apparent difficulty with new build developments in that the streets are normally well on the way to being built when residents begin to move in.

A procedure is being trialled at the Kings Lynn Millennium Community that will get around this problem through a close working arrangement between the developer, Morston Assets, and the highway authority, Norfolk County Council.  The procedure is as follows:

1.  An information pack on Home Zones has been prepared by the developer’s consultant, Phil Jones Associates, with the assistance of the County Council.  This will be given to all purchasers and sets out general information on Home Zones together with the key proposals for the site, including a draft wording of the Use and Speed Orders.  It also explains the way in which the streets will be managed and maintained.

 2.  Purchasers are asked to sign this document stating that they have understood and agree in principle with the Home Zone proposals.  This does not take away their statutory rights to object to the designation and orders at a later date, but it is intended to minimise any possibility that residents will claim that they had no prior knowledge of the proposals. It also makes sure that people give their careful attention to the Home Zone when deciding whether to purchase a property.  Sales staff will be trained to answer queries on the scheme raised by prospective purchasers. 

 3.  Once the streets are open to the public, Norfolk County Council (or an approved consultant) will carry out the formal consultation process to enable the Home Zone to be designated and the orders made.   

As at September 2006, construction of the dwellings is well underway and marketing is planned to begin in the near future.  This page will be updated during this process.
