Scottish Guidance on Home Zones
In August 2002, the Scottish Executive published draft guidance: Home Zones Guidance Consultation
explaining how the concept fits in with the Executive’s wider policy. The guidance was issued in draft and is subject to a rolling consultation period which will be informed by the Evaluation Report published in August 2007. The draft guidance is a working document and local authorities and others are able to comment on it with the benefit of having applied it to the development of Home Zone schemes across Scotland. Comments on the document should be sent to Transport Division 3:2, The Scottish Executive Development Department, Area 2-F, Victoria Quay, Edinburgh EH 6 QQ.
Compliance with the guidance is not mandatory, though it is anticipated local authorities will pay close regard to it.
The draft guidance comprises the following sections:
- What is a Home Zone?
- The Act and the Regulations
- Principles of Home Zones
- Transport considerations
- Planning and implementation
- Monitoring.
The pilot home zones in Scotland were monitored by Land Use Consultants on behalf of the Scottish Government. The Evaluation Report (August 2007) makes many useful general comments.
Regular progress reports were also published. Click here to read them.
26 home zones completed or in progress, are summarised in a survey by the Scottish home zone network (2005).
The Scottish Government Sustainable Transport website has a Home Zones page but it is not maintained.
